This is an unusual DiscoVision laserdisc from Hanna-Barbera Productions. It was used in an interactive machine designed around the use of the PR-7820 player, and loading the program via a data dump directly from the disc, which you can hear at the beginning. The disc has no mint markings of any kind on the inner or outer edge, and the jacket has no catalog number.
The purpose of the kiosk machine was to allow you to create a do-it-yourself cartoon by selecting a variety of different segments and then play them in any order you wish. You can also watch cartoons, and at the end take a cartoon quiz. It starts off with a documentary called "How Do You Make a Whale Laugh?", which I can't find any information about on IMDB. It shows William Hanna and Joseph Barbera at their animation studio, storyboarding and animating a new character called Wally the Laughing Whale, no information found on that character either. They are interviewing voice actors for Wally. It has new HB animation seemingly created specifically for this laserdisc about two space travelers Professor Ocsid and student Noisiv (backwards for Disco and Vision), where they visit earth to study the life style of the earthlings. Together they explore the earth world of “Land Vehicles” and animation. Also contains 6 Hanna-Barbera cartoons with car themes, most of which have never been released on DVD or VHS.
