I strongly suspect that there may be a digit missing from the reference number, as all other examples I have seen from this publisher have five digits following the "W". The same film was released in the U.S. under the alternate title "Point of Impact" as [LDCVM5829]. It is impossible to say for certain where the disc was made due to a total lack of mint markings. However, since there are no "rings of dashes" in the inner and outer blank areas, it does not appear to have come from PDO UK. Jacket wrongly lists running time as 98 minutes.
