This is the first example I have seen of a release from Jei Wea Co., Ltd. with this type of reference number. All others I have seen have the prefix "JWL-", without the letter "A" which this release has. It is impossible to say for certain where the disc was made, due to a total lack of mint markings. However, my best guess would be Kuraray. The width of the inner blank area is the same, and there is a narrow ring which resembles the one normally seen on Kuraray products.
