Mint marks indicate Pioneer Japan, but the disc itself has all the distinctive markings of Kuraray, including the three "rings" on the inner hub. My guess is, this disc was mastered by Pioneer Japan and intended to be pressed by them, but was instead pressed by Kuraray.
